Capacity is finite
A QR symbol has a maximum payload. Higher error correction uses more of that space for recovery data, so a long note may fail at level H and succeed at level M.
If the builder says the content is too long, shorten the text before you lower the error correction. A dense code is harder to scan from a phone camera.
